Not positive, but I see no reason not to think it's an American adaptation of a BBC show from the 70's that was replayed on Nickelodeon in the states in the early 80's.
If it is an update of the old 70s British TV show (think it was on ITV not BBC), then although the idea is very similar to X-Men, as they were very obscure until much later and many years of Claremont Cockrum & Byrne in their own revival, it's more a case of parallel evolution from the very concept of evolution.
